This sourcebook by the Independent Evaluation Group (IEG) of the World Bank (WB) is written to support the governing bodies and management units, as well as professional evaluators, of partnership-based
global and regional programmes (GRPPs) to help them demonstrate what they're accomplishing with their
resources. The sourcebook draws extensively on work that has previously been done by the (Development Assistance Committee) DAC Evaluation Network, the United Nations Evaluation Group, the Evaluation Cooperation Group of the Multilateral Development Banks, evaluation associations, and others to develop principles, norms, and standards for evaluating development assistance programmes, projects, and activities. It also draws on IEG's experience in reviewing GRPPs over the last few years as well as the feedback that was received at a Stakeholder Consultative Workshop held for this purpose in Paris in September 2006.
According to the IEG, the principles and standards that have been adapted and applied to the evaluation of GRPPs are contained primarily in Chapters 2 through 7 on evaluation governance and process issues. IEG's experience with reviewing GRPPs is primarily reflected in Chapters 9 through 15 on evaluation content and criteria issues. The remaining chapters - 8, 16, and 17 - are primarily checklists that have been derived from existing principles and standards documents.
In general, the 17 chapters contain a principles and norms section and a standards and guidelines section and include topics such as participation and inclusion, transparency and disclosure, selection and contracting, and ethical and professional conduct.
