Communication on the Development of Public Health Policy in the European Community - Europe
The European Union has produced a ‘paving document', similar in effect to a green paper to air certain issues relating to public health policy intended for European Parliament and written by civil servants.

A 19-page document was written and distributed throughout the European governing community as a means to stimulate debate on the future of public health policy. The first part of the document comprises a general introduction and background detail observing the state of health in the EU. This is followed by a critique of the EU's past and present role in public health, concentrating on the time frame post 1993. The third and final section is a three-pronged proposal for a future health policy.

Key Points
This debate is being raised as previous programmes were coming to an end, and the framework established in 1993 wa no longer adequate for the needs of the public health system in Europe. With increasing pressures on existing health systems and changing health challenges, along with expansion of the European Union and inherent responsibility issues, this ‘paving document' was a necessary step in evaluation and planning for future directions.
