Under the auspices of the Universidad Católica Boliviana, the Radio & Television Training Service for Development (SECRAD) provides training in planning, producing, and evaluating communication materials and strategies that seek to improve people's standard of living.
The main objective of the programme is to make information available to all Bolivians through training programmes and production on radio, video, and television. SECRAD also works to empower educational communication for development through as consulting, research work, and documentation.

Communication Strategies
SECRAD's activities focus on training in audiovisual management and production (radio, video, and TV), promotion in different sectors of the society, and development of a culture of critical response to the information the media provides. The organisation also produces audiovisual materials that aim to solve actual problems and facilitate development for social change. Documentation and supporting materials (audiovisuals, printouts) are maintained.
Key Points
Established through a Presidential Resolution issued in 1986, SECRAD is based at La Paz but has a national scope through the Universidad Católica Boliviana. SECRED was founded with support from UNESCO's International Communication Development Program (PIDC).
