After nearly 28 years, The Communication Initiative (The CI) Global is entering a new chapter. Following a period of transition, the global website has been transferred to the University of the Witwatersrand (Wits) in South Africa, where it will be administered by the Social and Behaviour Change Communication Division. Wits' commitment to social change and justice makes it a trusted steward for The CI's legacy and future.
 
Co-founder Victoria Martin is pleased to see this work continue under Wits' leadership. Victoria knows that co-founder Warren Feek (1953–2024) would have felt deep pride in The CI Global's Africa-led direction.
 
We honour the team and partners who sustained The CI for decades. Meanwhile, La Iniciativa de Comunicación (CILA) continues independently at cila.comminitcila.com and is linked with The CI Global site.

This toolkit is designed to guide radio stations in setting up and maintaining healthy and sustainable community radio stations that are deeply rooted in the communities in which they operate. The handbook seeks to outline the nature and format of healthy community radio stations, exploring what their governance structure should look like, how they should be staffed and managed, what infrastructure and financial management systems have to be in place, how to produce good-quality programming, and how to ensure real community participation in all aspects of their daily work. Produced by the Zimbabwe Association of Community Radio Stations (ZACRAS) with support from the United Nations Educational, Scientific and Cultural Organization (UNESCO) Multisectoral Regional Office for Southern Africa, the toolkit is intended for new and existing community radio initiatives but also for individuals and organisations involved in supporting community radio initiatives in Zimbabwe, Africa, and beyond.  

The toolkit includes the following sections: 
 

  1. Community Radio Overview - Looks at the setup of a community radio station, including governance structure, staffing, and legal frameworks (e.g., broadcasting licences and ownership and control).
  2. Governance and Management Guidelines - Highlights the role and structure of community radio station boards and their members.
  3. Content Development Strategies - Explores ways of engaging community members in the content creation process, ethics and guiding principles in content production, content collaborations, and listener surveys.
  4. Technical Resources - Examines the broadcasting equipment required for community radio stations and how to use and maintain them.
  5. Fundraising and Sustainability Resources - Delves into the various funding opportunities and strategies that Zimbabwean community radio stations can explore, highlighting the creative approaches they have adopted to overcome the limitations posed by the current legal framework.
  6. Audience Engagement Tools - Discusses a range of innovative audience engagement tools and strategies to empower community radio stations in Zimbabwe to interact with their audience, gather feedback, and enrich the listening experience.
  7. Legal and Regulatory Compliance Resources - Provides in-depth resources and guidance to support community radio stations in Zimbabwe in understanding, interpreting, and complying with legal and regulatory frameworks governing the media industry.
  8. The Human Resource Component - Describes how to train, induct, and manage staff and volunteers.
  9. Monitoring and Evaluation Frameworks - Provides detailed insights and resources to guide community radio stations in developing and implementing monitoring and evaluation frameworks tailored to their unique goals and objectives, including the development of key performance indicators (KPIs). 
  10. Conclusion and Next Steps - Encapsulates key takeaways and outlines actionable next steps for community radio stations to further their impact and ensure long-term viability. This process includes developing a strategic roadmap and embracing innovation and collaboration.
