Development action with informed and engaged societies
As of March 15 2025, The Communication Initiative (The CI) platform is operating at a reduced level, with no new content being posted to the global website and registration/login functions disabled. (La Iniciativa de Comunicación, or CILA, will keep running.) While many interactive functions are no longer available, The CI platform remains open for public use, with all content accessible and searchable until the end of 2025. 

Please note that some links within our knowledge summaries may be broken due to changes in external websites. The denial of access to the USAID website has, for instance, left many links broken. We can only hope that these valuable resources will be made available again soon. In the meantime, our summaries may help you by gleaning key insights from those resources.

Compendium of Gender Scales

This tool from C-Change, under the United States Agency for International Development (USAID)'s direction, grew out of a March 2011 meeting of researchers with expert knowledge of gender scales to review what was being done in the creation and use of such scales. Meeting participants identified scales that have been developed to measure adherence to gender norms and reviewed the use of such scales to measure the success of interventions in changing gender norms. An important outcome of the meeting was the identification of the need for an online compendium of gender scales that could be easily accessed by practitioners who may be interested in using gender scales to assess gender-related attitudes and beliefs and to evaluate health interventions that incorporate gender approaches.

 

The scales include:

  1. Couple Communication on Sex Scale
  2. Women's Empowerment Scale
  3. Gender Beliefs Scale
  4. Gender Equitable Men (GEM) Scale
  5. Gender Norm Attitudes Scale
  6. Gender Relations Scale
  7. Household Decision-Making Scale
  8. Sexual Relationship Power Scale (SRPS)

The compendium is not intended to be exhaustive of all scales, and C-Change will be reviewing additional scales as they are identified for inclusion in the compendium. Readers are encouraged to contact C-Change (cchangegsc@fhi360.org) if they know of other gender scales that could be added to the compendium.
