Development action with informed and engaged societies
As of March 15 2025, The Communication Initiative (The CI) platform is operating at a reduced level, with no new content being posted to the global website and registration/login functions disabled. (La Iniciativa de Comunicación, or CILA, will keep running.) While many interactive functions are no longer available, The CI platform remains open for public use, with all content accessible and searchable until the end of 2025.

Please note that some links within our knowledge summaries may be broken due to changes in external websites. The denial of access to the USAID website has, for instance, left many links broken. We can only hope that these valuable resources will be made available again soon. In the meantime, our summaries may help you by gleaning key insights from those resources.

A heartfelt thank you to our network for your support and the invaluable work you do.

Aprendiendo Juntos (Learning Together)

This project was carried out in the framework of the actions of the National Meeting of Kindergartens (Junta Nacional de Jardines Infantiles - JUNJI). JUNJI is a private company launched in 1970 with the objective of creating, planning, promoting, stimulating and supervising the organisation and operation of kindergarten classrooms. The company relates to the Chilean government via the Department of Education.

The general purpose of the project was to contribute to achievement and improvement in children's education - specifically of girls under the age of six - through the implementation and validation of an educational model directed towards adults that employs the strategic use of radio, in-person training, distance education and educational booklets.
Communication Strategies
The project implemented the following strategies and methodologies:
  • Radio programmes called "Aprendiendo Juntos" (Learning Together) through which adults received training to recognise the different processes of learning in boys and girls, and to be the facilitators of their learning. The National Technical Department produced a weekly radio programme (20 minutes) that was openly broadcast in order to assure all social sectors had access. At the same time, a direct telephone line (hotline) was opened to receive calls from the public. In order to offer an interesting and flexible programme, diverse formats were used including music, interviews, narrations, etc.
In terms of content, each radio programme had a thematic axis that focused on a sector of learning: knowledge, language, socialisation, body awareness, creativity and self-sufficiency. Aspects related to quality of life were considered and the rights of the children and, particularly, girls. In addition, suggestions were presented for activities to be carried out within the home.
At the end of each programme the educators, who had just received basic training on communication and radio techniques, produced and conducted news of regional and local interest.
In 1998 the programme "Jardín Infantil a domicilio" (Kindergarten to Home), a complementary 10-minute television programme broadcast weekly and directed at adults, was launched.
  • Toy Libraries - these were hosted in public locations and the toys, books and resources available took into account spaces for scientific experimentation, reading, activities of construction, creativity and artistic expression.
The educators within these "libraries" oriented the activities towards adults, and this was complemented with workshops for participating families (adults and children) in the programme. For these activities to be most successful, they included the participation of facilitators from the community. These libraries were meant to complement the radio and television programmes.
  • Educational Guides/Booklets: This supporting material, designed to educate adults and directed towards families of young children, facilitated reflection, analysis and discussion about the educational practices to be developed in the home with children under six. The booklets were produced monthly and were meant to complement the radio and television programmes.
Those families who listened to the radio programme but could not attend the toy library found some resources and assistance through these booklets.

Key Points
The radio programme "Aprendiendo Juntos" initiated in 1997, developed in its beginnings in the community of Pintana, one of the poorest communities of the Metropolitan Region. Subsequently, the programme was dispersed in five regions of Chile, reaching a total of 4,000 families. Additionally, during 1998, the project was expanded with the television programme "Jardín Infantil a domicilio" that was implemented simultaneously in the five regions to reach an additional 2,000 families.
